Vincent Simonowicz Biography

Vincent Simonowicz serves as the Chief Information Officer and Director for the City of Rock Hill's Department of Information Technology Services, a position he has held for the last 10 years. With over 35 years of experience in the technology and engineering fields, Vincent has been an integral participant and and leader for building secure, complex enterprise-based digital service automations, data services and control systems. Vince is a graduate of the University of Houston and holds Certified Government-CIO credentials. With a commitment to quality and the ability to apply solutions that have multiplier effects on the enterprise while focusing on efficiency and fiscal responsibility, Vincent has been able to apply enhanced state-of-the-art performance solutions to maximum benefit for his organization’s investment dollars. He previously served as an electrical engineer, IT manager and North American Strategic Project Manager for Michelin Tire, as well as the Director of IT for the City of Columbia, S.C.

Chuck Horton Biography

Chuck Horton has served as the Chief Information Officer with York County's Information Technology Department since 2018. Chuck has worked in local government as well as logistics and warehouse management. Chuck’s previous experience includes software development, database administration and managing day-to-day operations for the IT Department as the York County IT Assistant Director for seven years. Chuck received the Government CIO (CGCIO) certification from the University of North Carolina School of Government at Chapel Hill.

Rick Lambert Biography

Rick Lambert serves as a project manager with the University of South Carolina (USC). Prior to joining the USC Project Management Office, Rick served with the Georgetown County GIS Department and also with USC Contractual Services as a GIS Technician. Rick holds a Bachelor of Arts degree from the University of South Carolina’s School of Geography. He has been a certified Project Management Professional through the Project Management Institute since 2011. In addition to serving with SCGMIS, he is also an active board member for the North Springs Home Owners Association and a past Commissioner and Director of Football Operations for the Gamecock Youth Football Association.

Jim Ridgill Biography

Jim Ridgill is the inaugural Information Technology Manager for the City of Greer and has served in this role for 14 years. Prior to joining the City of Greer, Jim served in leadership and management roles in information technology for 22 years in the areas of health care, manufacturing and education. Jim has also served on the Board of Directors for the Municipal Technology Association of South Carolina and the Advisory Council for ECPI University. Jim holds a Master’s degree in Organizational Leadership from Siena Heights University, a Bachelor’s degree in Business Management from Limestone University, and a Certified Government Chief Information Officer certification from the University of North Carolina School of Government.

Michael Shelton Biography

Michael Shelton manages the communications efforts for the South Carolina Department of Administration’s Office of Technology and Information Services. In this capacity, Michael is responsible for the design, production and implementation of a variety of internal and external communications. Michael holds a Bachelor of Arts degree from the University of South Carolina’s School of Journalism and Mass Communications as well as a Graduate Certificate in contract management from the Florida Institute of Technology. Prior to beginning his career in state government in 2007, Michael was employed as a business relations specialist for the Florida Institute of Technology’s National Center for Small Business Information, where he directed the Center’s marketing efforts and served as a course instructor and community liaison.
